If you look at Saudia Arabia they were able to establish a decent standard of living for their citizens once they began nationalizing their resources and then jacked up the prices in the 1970's. But since the peak in standard of living the size of the population has exploded and the standard of living has dropped significantly.

I have read many articles that indicate that after 30 years of entitlement and programming they are not prepared to perform any work. So how does the increasing population of unskilled and unmotivated people increase its standard of living when the state cannot even balance the budget with oil at $25?

Dont worry about rationing it will be done by price. Also the country who dominates the seas can assure its own supply is delivered.
