He is not advocating a forced shutdown. He is advocating reducing our imports so that we can be independent of Mideast oil. The technology exists to do that. Through a combination of higher MPG cars, modest conservation and fuel substitution, we can quickly reduce imports to displace close to the equivalent amount that we import from the mideast. We use about 20 M BBL/D, import about 12 M, of which 3M from MidEast.
