Boy, I hope not! Take a good look at the makeup and operation of those UN and NGO teams in Kosovo. Didn't you read "The Mission?" I know The Author castigated the setup there.

Surprise. Iraq is not Kosovo. There was never a scintilla of serious suspicions the US intended a long term occupation, the precursor of an empire, in Kosovo. In Iraq it's the burning issue. If you take a careful look at the Kosovo chapters in "The Mission," you will discover just how badly the US military did its job as well. No one comes off well.

As for the form/substance argument, this is not that. While this may well appear to be a long term occupation as part and parcel of empire buildup to the Pentagon, it's a "hearts and minds" war in Iraq. "Liberation" is not occupation by a foreign military force.
