For their time and relative to what was the morals of that era, the Romans were more beneficial to their foreign subjects than the British were to theirs. More importantly, as a rule after their demise, the Romans left their colonies better off than the British did theirs. The Roman carnage was limited to when they were in charge. I can't say the same about the British.
