I guess your focusing on the relative and I'm focusing on the absolute. The Romans where more brutal then the British. Yes sometimes the British where more brutal then the Romans where in some cases but overall the Romans where a harsh bunch. As for the claim the Roman colonies where left better off then British ones - I'm not sure I agree. A lot of the Roman colonies and territories ceased to be Roman when Rome collapsed and Europe fell in to "the dark ages" Tim

Romans vs. British Empire: The successful, longest-lived empires, were the ones who had a consistent policy of assimilating, and eventually treating as equals, all conquered peoples. The Romans assimilated. They collapsed, when the Germans and Bulgarians and others settled into Roman territory, and didn't assimilate. Americans have assimilated huge numbers of people who voluntarily can to America. It also worked, where we inundated a new territory with Americans, like Texas and California. Since we stopped assimilating, all our conquests have been temporary. The Brits never assimilated any conquered peoples; they even failed in Ireland. The British held Ireland for 800 years (12th to 20th Centuries), and never made them loyal citizens. They were always disgruntled subjects. If the Romans had treated the Etruscans the same way, they never would have got beyond central Italy.
