I agree with you there, but the stronger central gov't has to be qualified because all of that apparent power has gone to the White House branch. It really shows the flaw in the balance-of-power approach in the constitution -- that only seems to work if Congress itself is split.

it is exactly the same: how much sovereignty should individual states cede to a central authority? states in the republic back then were about as autonomous as as states in the UN are today.

lee was famously a virginian first, american second, and that was the norm then.
