"The United Nations will have an important role to play in post-war Iraq" does not equal "UN to install interim administration in Iraq" not even in diplomat-speak.

That is the way we talk in America these days. Everybody is important. The people who sweep the floors are important. We're all part of a big team. But the people who sweep the floors don't call the shots.

"Important" does not equal "ruling" or "leading" but is a soothing, bridge-building term and a sop to Tony Blair, who feels the need to keep blathering about the UN's big role. In fact, "important role" commits the US to almost nothing.
