The branch of the government that does the covert operations and the branch of the government that does the caring are on opposite sides.

It was different in Germany and Japan, in part, because the military was involved and has a long track record at both killing and caring.

Also in part because Congress has to approve caring, but doesn't have to approve covert ops. That's strictly White House.

Jimmy Carter was the one who came up with the idea of the covert ops in Afghanistan. He could have come to Congress to ask for approval for the full treatment, including caring.
