I think smokers voting with their checkbooks was well on it's way to making most of the restaurant's smoke free. They can still smoke anywhere that over 50% of their income is derived from the sale of alcohol though.

I think perhaps half of the more upscale bars in EC are now smoke free also even though they don't need to be. The market will prevail at some point and the smokers will have their establishments and the non smokers will have theirs and that is how it should be decided IMO.

In my area, a few years ago, smoking was banned from all buildings open to the public. This included restaurants, bars, bingo halls, stores, theatres, etc. Before the ban, the media was filled with predictions of bankruptcy. It seemed every day a new business association formed to fight for smokers' rights.

After smoking was banned, one couldn't find a seat in a restaurant. It seemed that the majority of people were sitting on the sidelines waiting for the chance to dine free of the irritations and hazards of exposing themselves to other people's filthy habits. Business boomed. So much so, that neighbouring communities where smoking remains tolerated have seen their restaurants offer a smoke-free environment voluntarily.

If observing the behaviour of the public is any indication, opening a smoke-free restaurant where none exist seems like a sound business decision.
