Like a rat, he is also very clever. Once he made his decision to stay in Iraq, it wouldn't be a far stretch to think he might have made arrangements to pass on what the administration feared most. Many of his regime have already left Iraq for Syria, unimpeded. Hope all they were carrying was hoards of cash.
