I'm with you. GST is making the absurd claim the Rumsfeld is simply a "civilian policy bureaucrat" with no line military authority. This "discussion" has been going on for weeks.

The President is the CO of the military. As such, he can be considered to be a member (an officer) of the military. Rumsfeld is not a member (an officer) of the military. He has a bureaucratic oversight and policy role for the Department.
