Actually, neither the President nor the Defense Secretary is a member of the military. This is the whole basis of civilian oversight.

BTW, I think that Rumsfield makes a very good military commander, if indeed it was his plan and not Franks, as alleged.

And if he meddled with the military planning, so be it. He evidently had a good plan, much better than the Powell doctrine of overwhelming force.
