Sorry, but Reagan's build-up was for Cold War tactics.

Man of which are the tactics we use today. The same goes for the equipment. F-14s and F-15s were developed in the 70s. M1s where first deployed in the 80s as where the M2s. Smart bombs have been around a long time with gradual improvements. (The big difference now is that enough time has passed since the development of the technology to make it more wide spread so that most of the bombs we drop can be "smart bombs")

Bush Sr.started downsizing, closing bases and scrapping COld War systems, CLinton continued it with GOP support

Clinton greatly accelerated it and in my opinion went a bit to far. Its not like all those "cold war systems" are not useful today. They are still the back bone of our army. We add more electronics on top of them but you still need the tanks, aircraft, ships, ect, some of which go back not just to Reagan but from decades before him.
