Yep. As far as the common Iraqi is concerned, the power changes hands from an indigenous military dictator to a US military dictator (with possibly an Iraqi puppet as the front).

We need to spend billions annually to keep the Butcher of Baghdad allegedly contained while he continues slaughtering his own people. Meanwhile he gets to violate the cease fire agreement that required him to disarm of ALL offensive weapons. Multiple UN resolutions are meaningless, multiple UN sanctions are meaningless..... and the whole world learns that they too can violate human rights, create illegal WMD's, harbor & support terrorism because NO ONE will take steps to stop them. Talk about a weak & useless strategy!
