The Europeans, especailly Belgians and French, can go clean up the Congo. They made the mess, let them deal with it. There is Cobalt and Copper in Kinsasha provice. The Brits can deal with Mugabe in Zimbabwe, once they get over being PC.

Of course not! .... Because we will not be able to change anything in the region. In the Asia the "string" of democratic countries can be formed Turkey-Israel -Iraq -India -Afghanistan Moral obligation is necessary it is not sufficient to move troops. Needles to say that brain processing capabilities of Americans is higher than in any other country. Or you think that US came from Zero power to only Super Power "cuz" some magic?
