Sure we can. That's what we did in Afghanistan. First we use our army to put "friendlies" in power, then we legitimize it, as best we can.


And run for cover. Good point, Jacob. Though I don't think that strategy is going to work here. In Afghan we never made a big point of going in to install democracy. The public justification was to get Al Q. And it was clear all other justifications--liberate the women of Afghan (give me a break, Tom De Lay to liberate the women of Iraq??) and install democracy--were well down the list. With Iraq, it's been one of the prominent themes. Granted those themes changed depending on which worked best for the past twenty minutes. But it came and went more than others and hung around longer.
