Just prolong the agony. They have been in and out of Africa for the last 40 years. We have to think outside the box on this one.

How about this? Have the UN announce that The Congo is ungovernable as it is. Instead of putting the UN in, they put the running of the place up for bid. Let a Japanese or Chinese Corporation take over and run the place. Give them goals that they have to achieve. With a ten or 20 year contract.
