Didja ever meet any bureaucrat that didn't say he could improve his miserable performance if he just got more men and money?

As you know, I haven't read "Mission" and I don't think I will because I have got the gist of her thinking from listening to her on CSPAN and other talk shows. She talks a lot better than she writes, from what I hear.

But whatever she has in her book, what she is saying now is that the UN does a terrible job, and it's the structure, not the money. The Military is not trained for it but they get it done because they are competent. The UN is functionally incompetent.

Kumar posted that he appreciated getting milk from them as a kid. History shows that almost any NGO could have delivered it faster, better, and cheaper.
