Whether the UN is functionally incompetent is a serious discussion that would require serious discussions of a multitude of issues. As to whether Dana Priest assumes the UN could improve its humanitarian work and its civil society work with better funding, I don't think there is any doubt.

The various Commands--Southern, Central, etc.--are doing the work that the UN should have been doing. They will increasingly become a substantial arm of our foreign policy establishment, not just soldiers taking orders. Look for serious tensions with State and the Chiefs of Staff, whose power they are slowly adopting.

There are structural changes taking place within the military that are really astonishing. We are so powerful that we have to carry a humanitarian package within our military power in order not to be perceived as complete ogres. The Commands are ideal for this mission. Some are excellent diplomats, just look at Zinni.

Is this a good thing? I don't know, I don't know.....maybe, maybe not.
