Almost 3000 died 9/11, while US military casualties in Iraq just crossed the 100 mark. War was not the last choice in Iraq and the success of the military is likely to make it a more popular choice in the future. I am not certain that the current administration believes in an immediate connection between "needs" and behavior. Bin Laden isn't depraved because people in his country are deprived. On the other hand, the administration believes there is a relationship between social conditions, political aspirations and terrorism.
