I can't. Hundreds of thousand of Iraqi soldiers shed their uniforms and went home. We never challenged any of them as they were walking home past our troops. The 6,000 we hold as POWs are the ones that followed the "rules" and surrendered. The regime is gone. There is no adversary government to exchange prisoners. We are the controlling power in Iraq. It's very logical to just let them go.
