damned if you and damned if you don't. they claimed over 500,00 deaths from the interminable sanctions, far more than were killed in this war. saddam diverted the supplies and used it to punish the kurds and shi'ites. they found those UN warehouses full of food shortly into the war. it takes all six parties (US, UK, Russia, France, Germany, and China) to terminate the sanctions without leaving Saddam in place. since Saddam has four of the members bought and paid for, doubt it would occur since his line of succession is well established.
