I think you need to know the specifics of the charges to know whether what is said in that article is correct or not. Every specific way that fraud can be committed is not laid out in the statutes against fraud. Instead, a general description of the requirements of fraud are laid out, then a prosecutor must show that the actions of the defendant fit that description.
