In both cases the actions stem from the same philosophy, that all gets decided in the backrooms of Washington

US policy gets decided in Washington (backrooms or elsewhere). Canadian policy gets decided in Ottawa. French policy gets decided in Paris. Nothing unusual about that or much different about where or how US policy is decided. True, American policy will have more effect on the rest of the world. But every country sets their policy in terms of their national interest and the interest of different political groups within the country.

Alliance way won't do that, they would rebuild the military but then they would surrender its use to whatever adventure the bushistas thought up next

If you believe that, the CBC has had more influence than even I feared.
The Alliance is very independent minded in all respects: independent of the establishment and independent of any particular special interest group (except maybe the farmers, but that will change). It certainly would not reflexively follow the "Bushistas". The fact that they support this war is more a reflex against Chretien's attitude than a manifestation of any particular party policy. Of course, there is also a strong neocon element to the Alliance, which makes support easier to obtain.
