I think that all qualified voters should have the opportunity to register. Are you hoping to slowly remove people from the rolls the way they used to under Jim Crow? What do you think of Poll Taxes? Literacy Tests?, Heritage tests?, Grandfather clauses? Do you think you can get it back to the point where only Good ol' white republican males can register to vote?
