In Syria Saddam's people are next door to Iraq and can make trouble. If they move on to bunch of different countries, it's more like a real exile.

I think the US will be happy to scatter most of the Iraqi Baath part leadership to the four winds. We don'tr want them concentrated close to Iraq, or influencing Syria significantly.
