it seems to me that not long ago invading Iraq was also considered to be impossible.

- Congress approved agressive action against Iraq. It has not yet done so for Syria. Congress declares intent of war, not the President. The Presidency is the "execution arm" of the declaration.

- Eagleburger's comments were caveated by "if the President does not approach the American people and Congress and gain approval...".

Dunno about a tongue, but I do recollect hearing about the other body part being cut away. Right here in the US. The name Bobbit comes to mind.
