does it include any kind of service that allows you to set up a limit order to sell something or do something if the total dollar value of stocks in the basket hits some threshold?

I am waiting for a service that does this.

I want to buy $10K worth more of yahoo stock for example if my entire account reaches some limit.

Nope. I gave up on ETrade. Interactive Brokers, with $1 trader per 100 shares, is a MUCH better deal, with a MUCH better interface, and more possibilities to actually work with the information.
