Since I have not studied every country on earth or it's government, I thought "most" would be the appropriate word to use.... As for your long history of events, I never said they were making a sincere effort in the 1990s or before late 2002. Now of course when a country with a regime like Iraq had makes a "sincere effort" to cooperate with UN weapons inspectors, there will be some who certainly will resist and may attempt to hide certain things.... However, that does not change my opinion they were doing their best to cooperate under what was for them, extremely humiliating circumstances.
