I thought "most" would be the appropriate word to use.
OK. I just found the idea of a gov't that doesn't lie amusing. Not that that applies only to gov't.

Iraq: But Saddam was clearly aware of most of the attempts to ditch and dodge. He announced many of them himself.

there will be some who certainly will resist and may attempt to hide certain things
When some includes the head of state and one that had a reputation for killing those who did not do things his way, I think it's fair to say the gov't was deeply involved in the attempted deception. This wasn't just a rogue band in an out-of-control military; that military was on a very tight leash.

extremely humiliating circumstances.
I'm sure they were. Losing Gulf War I and having to agree to those armistice terms were quite humiliating for such an ego. Particularly after loud claims that he would drive the infidel into the sea. Just like this time.

The man was (is?) seriously deluded and irrational. He had to know he had no chance against the US military. He had billions in wealth and much of it was most likely out of the country. He could be lying on a beach in Libya now ogling the babes, drinking illicit scotch, and laughing his head off.

Thanks for clarifying. I wasn't sure if I agreed with your previous post, but that clarification sounds very reasonable!
