Actually you do. There are 3 things that need to happen before sanctions can be lifted. (1) you need a government to lift sanctions against. (2) you need to prove that the requirements for the sanctions have been met (3) you need a motion to remove the sanctions and that motion should be put to a vote.

When US took over Iraq, America became responsible for Iraq. Just as we have the biggest say in what goes on in Iraq, we also have the burdens that comes with being responsible for Iraq. This includes meeting the requirements for lifting the sanctions and seeing to the civil services.

I don't think it is particularly a bad thing that Bush & Co. cannot whole sale Iraq and award big "rebuilding" contracts to whoever they want. Items like water plants, electrical generators, and antibiotics are fairly cheap. They call a lot less than the a single air raid over Baghdad. If Bush feels so sorry for the Iraqis, then he can just buy them and put them there. Otherwise he is doing the same thing that Saddam did; he is putting the people under subhuman suffering to show them off to the world and get UN to change the rules.

OK, maybe too difficult when having grown neuron used to dictators, yes??
