Even if you consider reservists not to be civilians when they are not called up for duty your own post shows Israeli civilians. It talks about the refuseniks and

" Israeli men do three years of compulsory military service from the age of 18and then at least a month a year of reserve duty until the age of 40.

Unless Israel is a very unusual country it has a lot of people who are either under 18 or over 40.
