LOL. Clinton inherited a liberated Kuwait and a ceasefire against Iraq in 1992. He also inherited a secular bull market that started in 1982 and gained momentum as Reagan/Bush and Bush/Quayle won the Cold War decisively. Clinton squandered that inheritance, period. His containment strategy against Iraq forced us to keep a military presence in Saudi Arabia indefinitely. This had the practical effect of increasing the social tensions inside the kingdom and radicalizing the Middle East. For instance, Saudi Arabia kicked Osama Bin Laden out of Saudi Arabia in 1991 when he started to agitate about the extended stay of our troops. He then started to build his army of suicide bombers outside Saudi Arabia. As if that were not bad enough, Clinton's containment strategy also had the unfortunate effect of killing Iraqi civilians, further radicalizing the Arab street, helping OBL recruit more suicide bombers. In 1999 UNICEF estimated that more than 500,000 children under 5 years old died since the sanctions were imposed in 1990! At any time during his 8-year presidency, Clinton could have weighed the cost of doing nothing against the cost of bold and decisive action to de-radicalize the Middle East, but he chose to do nothing. At several points during his 8-year presidency, Clinton could have aborted Al Qaeda, but he chose the path of least resistance. In 1996, for example, the Sudanese government offered Osama Bin Laden on a silver platter to Clinton, but he refused because OBL didn't even have an oustanding parking ticket! The idiot actually REFUSED! The entire Middle East was radicalizing right in front of his eyes and he didn't do anything! History is definitely not going to be kind.
