run-offs to 51%, yes, not invented by the french, but the difference to USA is also in how the
first, multi-candidate elections are done. (within the party in USA, among multi-party
candidates within the same election in most multi-party nations)

Anyway, one should not "mix" proportional representation with electing one president, which
obviously cannot be "proportional", like a congress.

That is, the congress should represent the people, and the administration, government, the
minsters, and finally the president in way carry less and less "representation".
Additionally the "checks and balances" between different institutions, where a president
can be anything from the old King who was the only one representing "all the people",
or just a "safety institution" if congress,etc totally messes up, to just one person
who receives international guest, makes official visits (more like european royal
for those who do not have one)
