And what you need to keep in mind is that a law that does not have popular base and is not in accordance with the culture of time will not be fallowed. So if you bring in something too foreign, all you have done is to create lawlessness and chaos. But if you bring in the best that can be had at the time, then that law, like all others, will evolve as the society evolves.
