Was that how it worked in imperial Japan after WWII??

Lawlessness results, in the majority, when people feel they're either not being taken of by the system, or have been exploited by the system. If they have no loyalty to the government because they don't feel it offers them a chance to be heard, then they are less apt to abide by its laws, or regulations.

And no one is going to find a system that ideally conforms to the wishes and desires of every segment of society. It requires compromise, a give and take... And that means the leaders of these factions will require a bit of "convincing" until they recognize that compromise is the only means by which they can have a say.

If that involves supporting underdogs to the detriment of the larger factions, then so be it... Unless they wish to escalate to civil war, we have to be willing to create conditions where all parties are required to compromise and acknowledge the rights and desires of other major segments of Iraqi society.
