I expressed it that way because that is pretty much what happened to past empires. The British lost their financial ability to sustain the empire. The Soviets lost the financial ability to sustain their system and military. I know less about the Romans, but I wouldn't be surprised if they too faced similar challenges.

So I think it is entirely realistic to think about what would happen if GDP went down. That's usually what causes empires to become vulnerable.
