Hmmm. So you think Tony Blair is in the pocket of the herion cartels and he did their bidding by pressing for the war against Afghanastan. A little hard to swallow. But, certainly possible. No doubt, Tony Blair and other Western politicians have gone to bat for a number of wealthy people and industries over the years and even brought their countries to war for their sakes (e.g. the Gulf War was undoubtable fought for Western oil company interests). Whether or not you can extrapolate that to include drug cartels is a bit of a strech. I would think it has more to do with the desire of wealthy elites to excercise social control over the unrulely masses. By keeping the masses preoccupied with such things as herion addiction so they don't think too much and actually make an effort to change the system in any sort of meaningful way that the wealthy elites benefit so greatly from, than an acutal alliance with the drug cartels. But, who knows what the black-ops in government are up to. They've certainly been caught with their hands in the drug cartel cookie jars a number of times over the years. It's not too much of a streach to believe that those same cartels might make some demands on their government accompliaces.
