While setting up a new government , I hope they dont forget the fundamental institutions of a Democracy.
An IRS, or Iraqi Revenue Service to collect up to 50% of income
An SBS, or Shiite Busing Service to transport Shiite children to the Northern Kurdish schools.
An INS, to keep the Iranians Turks and Syrians out
A Postal Service with 35 cent stamps.
A healthy cigarette tax
35,000 lawyers to delay settlement of disputes and keep the money moving
City gas tax
State gas tax
Federal gas tax
State income tax
Smog inspections
Clean air laws
Cat license
Dog license
Vendor license
Liquer license
Value added tax
Gun permits and registration ( should be a popular one)
These small things alone should keep the Iraqis so busy at home they wont have time to figure out what happened to them.
