Really? Either the country is running a deficit, is
balanced, or it's running a surplus. If the national debt
goes up, you ran a deficit. Period! Taking items "off
budget" to give the perception that there is a surplus is
as bogus as what Enron did.

Clinton was the foremost expert on parsing words for
personal benefit. That was about the only thing he was
expert at during his tenure as president IMO. Well, OK, the
politics of personal destruction & political correctness
were two others.

Of course, you are right. The debt can go up while the budget is in surplus because of the effect of compound interest.
