Smaller than the conspiracy needed for Watergate.

Basically, just a few people, those at the highest level of the Administration, the ones who made public statements in the run-up to the war saying they knew Iraq had WMD. Everyone else who supported those statements, lower down the heirarchy, in the press, etc., could be expected to do so out of loyalty, without being told it was a lie. As long as they trusted and respected the few leaders who were lying, it works.
