They aren't paying taxes on their wealth they are paying taxes on their income.

i also read that bill gates, ALONE, has more wealth than the bottom 45% of households COMBINED.

So $40bil. Spread that among the bottom 45% or about 126mil, and you get something like $320 each. I think your source is mistaken.
