Ben, My feeling is that if Saddam Hussein had surrendered, with his entire deck of cards, allowed Rumsfeld to chop his head off, and destroyed all weapons, including the bug spray, we still would have invaded. Bush planned this invasion well before he was elected, at least partially to restore his daddy's honor. Saddam selling oil in Euros was the real wmd for the shaky US economy.

It was amazing how Scott Ritter's message was twisted by the war-mongers. Remember that he is a Republican who fought against Iraq in the 1991 Gulf War. He repeatedly said that Saddam is still a threat, but a severely reduced one. He wanted to keep the inspectors going. He never said for us to let Saddam off the hook. He simply said that MOST of Saddam's WMD program had been destroyed, and that war was not necessary at this point.
