Few in Baghdad believe these recurrent fires were provoked by the "remnants of Saddam's regime" - as goes the official Washington line. They don't know for sure for whom the arsonists are working. But they are asking themselves three questions. Who profits from the destruction of the whole infrastructure of the Iraqi state? Who profits from the destruction of Iraq's invaluable cultural wealth? And why are Americans soldiers just blank-stared, gum-chewing spectators of all this pyromania? That is the question I was asking last week. It appears that the Rumsfeld plan to destroy the infrastructure thereby forceing the Iraqis to depend on Americans in not working. The military is ruining the plan by blowing away civilians and not setting up necessary infrastructure like garbage collection and phones. The neocons have been planning this day since the 1980s and yet they didn't think through the ordinary things. TP
