I doubt I would need a visa to show up in Moscow, Rio or Delhi, claim I was a tourist and walk through Customs and disappear. I haven't visited those three countries myself but I have never heard about visa requirements for US or European citizens there.

South Africa draws many,many tourists every year, it's a beautiful country albeit with some serious problems.

As for non-citizens, I am all in favor of rounding up and deporting anyone whose visa is not in order. But detaining them indefinitely with no legal recourse out of fear is repugnant. Let's expel people we don't like if they present a threat. That's what visas are for, allowing those you like to stay and booting the rest.

I have lived in several countries around the world and always regarded myself as a guest, subject to eviction if someone changes their mind.
