There is international custom, accepted by all, that serves in its place. Your thoughts on how Iraq's debt should evaporate because Saddam made palaces with it is completely out of sync with the realities of international finance - In a world where a new government can ignore the debt of a previous government, no country will be able to find debt, and when it is extended, it will be VERY expensive, since it has to incorporate the risk that it may not be paid back. Your idea not only lacks historical and legal basis, but also is not according to "common interests".

What do you think about France and Russia "forgiving" the debt since the likelihood of collection is low?

Why should "likelihood of collection" be "low"? Iraq is an oil-rich country. If they can pay Halliburton, they can pay France and Germany.

Besides, "forgiving" debt does not depend on whether or not collection is likely, in any case.

What does that word "real" mean in that context?? for example, compared to

"By definition, there is no international law"
"By definition, there is no real true international law"

Btw, any example on any law which is not a result of an agreement and decision,
sometimes not mutual, but when dealing with inter-nation laws, in general
mutually agreed on.

Without going into "natural law" and "laws of human nature"??
