Which means absolutely nothing unless the politicians find it to their advantage to not inflate the supply of euros. In which case the so-called 15% backing wasn't necessary anyway. Betting against euro supply inflation when German Social Security and unemployment checks come to depend on 75% marginal tax rates on the wages of Turkish immigrant workers would be a bad bet.

Somehow you took my disgust for the euro as support for the dollar. It certainly was not. If you want to bet on short and intermediate term relative valuations of the euro and the dollar, I certainly can't say that you won't be successful.
