Analysts say spending by information-technology vendors and data-networking vendors was down in the quarter, and they expect that trend to continue for the remainder of the calendar year, making it hard for Cisco to increase revenue.

"Well over two-thirds of IT managers we have polled in the last few weeks indicated that their data-networking spending for the September quarter would be either flat to down when compared to June," wrote Tal Liani, an analyst at Merrill Lynch & Co., in a research report Monday. "Bear in mind that July, which is Cisco's fiscal year-end, is historically the strongest quarter of the year for Cisco. Therefore, we would be particularly concerned if management gives any indication of a weaker July."
