"Well over two-thirds of IT managers we have polled in the last few weeks indicated that their data-networking spending for the September quarter would be either flat to down when compared to June," wrote Tal Liani, an analyst at Merrill Lynch & Co., in a research report Monday. " The problem with these surveys is they never, never represent what is actually going on with IT spending. The actual spending dollars will never be disclosed because it is a competitive advantage issue. I think the "flat to down" spending dialogue is all that the surveys ever produce.
