In general, at least in NJ, education is fine in the better off suburbs and much worse in the more urban areas.

People perceive that things are better off in the suburbs they live in. The kids go to school to hang out with their friends, and the ones that want to can get a decent education. But the results when they hit college show that they are not doing as well as the schools tell the parents they are doing. Poor study habits, John. The kids that study are the ones getting good grades.

I am not sure about New Jersey, but overall in this country, the Urban areas are getting as much money spent on Education per capita now as the suburbs. But the results are lousy.

You cannot get around the fact that the structure is wrong. The administrators are not held accountable for results, and cannot reward or punish teachers. As long as these conditions exist, no amount of money poured into the system will achieve good results.
